The Covert Operations Branch at National Headquarters is the policy centre for the Source Development Unit Program. The purpose of the Source Development Unit Program is to prevent, investigate and disrupt criminal activities in Canada through the development of human sources who are believed to be capable of contributing information for national security and organized crime investigations. Source Development Units(SDU) are dedicated support teams that are target-specific, and have been trained in the application of specialized methodology. Each SDU will operate in a covert fashion. The role of SDUs is solely to develop human sources, i. e. targeting, researching, approaching and recruiting individuals, who are believed to be capable of contributing information for the investigation of criminal activity. The SDUs assigned to national security investigations report to the divisional Criminal Operations Officer/delegate. Members trained in the application of source development unit methodology may be redeployed based on operational requirements.

EDNAP started life in October 1988 in London when a group of forensic scientists from various European countries came together to find a way of harmonizing the DNA technology for crime investigation. With the thought in mind that an integrated Europe with open borders could well see the escalation of cross-border crimes, there would be a need for forensic scientists to exchange data and compare results of DNA analysis. At the 14th Congress of the International Society for Forensic Haemogenetics(ISFH) in Mainz(1991), EDNAP was accepted as a working group of the ISFH. Within this working group, it is intended that each European country should be represented by one laboratory with sufficient expertise in forensic DNA technology. As a small group, EDNAP is able to make decisions solely based on scientific considerations and in the spirit of helping each other.

Since the enactment of the Canadian Charter of Rights and Freedoms in 1982 there have been many cases in which courts in Canada at all levels excepting the Supreme Court of Canada have expressed views on the meaning of "bringing the administration of justice into disrepute" within the meaning of s. 24(2) of the Charter. The most helpful views are contained in several cases extensively reviewed by Coleman, J., in Lysohirka et al.... and start with the comment of Lamer, J. A., in Rothman...(Pre-Charter) wherein he comments at page 152 :... "The judge, in determining whether under the circumstances the use of the statement in the proceedings would bring the administration of justice into disrepute, should consider all of the circumstances of the proceedings, the manner in which the statement was obtained, the degree to which there was a breach of social values, the seriousness of the charge and the effect the exclusion would have on the result of the proceedings. It must also be borne in mind that the investigation of crime and the detection of criminals is not a game to be governed by the Marquess of Queensbury rules. The authorities, in dealing with shrewd and often sophisticated criminals, must sometimes of necessity resort to tricks or other forms of deceit, and should not through the rule be hampered in their work. What should be repressed vigorously is conduct on their part that shocks the community". These comments are now often referred to as the "community shock" test....
