Police statistics on crime were first published in Canada in 1921 as a section of Criminal Statistics, 1920. These statistics were provided in the early years by only a small and incomplete number of municipal police forces. Over the ensuing four decades, there was a gradual increase in the number of police forces reporting and in the detail of the figures they reported. These statistics did not at all provide a full picture of crime or law enforcement in Canada, and were not comparable from year to year until 1 January 1962, when the Uniform Crime Reporting(UCR) System commenced. This system was developed by the Dominion Bureau of Statistics in concert with the Canadian Association of Chiefs of Police, Committee on the Uniform Recording of Police Statistics. The UCR system was designed to provide more complete, accurate, and standardized(comparable) statistics on crime and police activity in Canada than had previously been possible. 1, record 6, English, - Uniform%20Crime%20Reporting%20System

1, record 6, French, - Syst%C3%A8me%20de%20d%C3%A9claration%20uniforme%20de%20la%20criminalit%C3%A9

The Covert Operations Branch at National Headquarters is the policy centre for the Source Development Unit Program. The purpose of the Source Development Unit Program is to prevent, investigate and disrupt criminal activities in Canada through the development of human sources who are believed to be capable of contributing information for national security and organized crime investigations. Source Development Units(SDU) are dedicated support teams that are target-specific, and have been trained in the application of specialized methodology. Each SDU will operate in a covert fashion. The role of SDUs is solely to develop human sources, i. e. targeting, researching, approaching and recruiting individuals, who are believed to be capable of contributing information for the investigation of criminal activity. The SDUs assigned to national security investigations report to the divisional Criminal Operations Officer/delegate. Members trained in the application of source development unit methodology may be redeployed based on operational requirements. 1, record 23, English, - Covert%20Operations%20Branch

1, record 23, French, - Sous%2Ddirection%20des%20op%C3%A9rations%20secr%C3%A8tes

A criminal enterprise exists where a group provides an illegal good or service on an on-going basis. Groups involved in the drug trade come first to mind but the group must be seen to include not only those who actually see to the delivery and distribution of the drugs but also the lawyers and accountants who, for example, provide money laundering or tax evasion advice and other illegal services. 3, record 33, English, - criminal%20enterprise

At the July 1989 economic summit in Paris, the Group of Seven countries set up the Financial Action Task Force(FATF), whose brief is to prevent banks and financial institutions from laundering the proceeds of criminal activities-in particular, sales of controlled substances, organized criminal activities, and manipulation of markets by insiders. The FATF, which has 28 member countries and governments, primarily from the industrial world, encourages countries to make money laundering a criminal activity in itself(many have already done so) ;it also seeks to strengthen international cooperation between criminal investigation agencies and the judiciaries in different countries. 3, record 34, English, - Financial%20Action%20Task%20Force%20on%20Money%20Laundering

According to a report by Paul Stanley prepared for Solicitor General Canada, the notion of "positive" crime and delinquency prevention refers to "those activities directed toward identifying and changing conditions and situations which are believed likely to result, if not modified, in individual or group involvement in criminal(or delinquent) activity. "Positive approaches focus both on changing environmental conditions that predispose individuals to crime and changing persons identified as potential offenders in order to reduce the likelihood of their involvement in crime or delinquency. 1, record 50, English, - positive%20crime%20and%20delinquency%20prevention

1, record 50, French, - pr%C3%A9vention%20positive%20du%20crime%20et%20de%20la%20d%C3%A9linquance
