The Covert Operations Branch at National Headquarters is the policy centre for the Source Development Unit Program. The purpose of the Source Development Unit Program is to prevent, investigate and disrupt criminal activities in Canada through the development of human sources who are believed to be capable of contributing information for national security and organized crime investigations. Source Development Units(SDU) are dedicated support teams that are target-specific, and have been trained in the application of specialized methodology. Each SDU will operate in a covert fashion. The role of SDUs is solely to develop human sources, i. e. targeting, researching, approaching and recruiting individuals, who are believed to be capable of contributing information for the investigation of criminal activity. The SDUs assigned to national security investigations report to the divisional Criminal Operations Officer/delegate.
