Police statistics on crime were first published in Canada in 1921 as a section of Criminal Statistics, 1920. These statistics were provided in the early years by only a small and incomplete number of municipal police forces. Over the ensuing four decades, there was a gradual increase in the number of police forces reporting and in the detail of the figures they reported. The first compensation program began in 1967 under the Law Enforcement Compensation Act(LECA, 1967). This program provided for awards to peace officers, police officers and firefighters for injuries arising from criminal acts.
