[This] establishment [was] called for by the OSCE [Organization for Security and Co-operation in Europe] Heads of State and Government in the Charter for European Security adopted in Istanbul in November 1999, to enable the OSCE to offer experts quickly to OSCE participating States in order to provide assistance in conflict prevention, crisis management and post-conflict rehabilitation.

The REACT [Rapid Expert Assistance and Co-operation Team] concept, which was forged by the United States and adopted by the OSCE [Organization for Security and Co-operation in Europe], ... commits governments to develop at the national level, as well as at the OSCE level, the capacity to set up teams with a wide range of civilian expertise that the OSCE would be able to deploy to assist in conflict prevention, crisis management and post-conflict rehabilitation. [This] concept has been developed to enable the OSCE to address problems before they become crises and to [rapidly] deploy “the civilian component of a peacekeeping operation” or large-scale or specialized operations, when needed.

Although most "distress or crisis centers" offer a round-the-clock anonymous telephone listening service, the concept of a phone service should not be confused with that of a "crisis center", especially in cases where such a center does not offer a "hot line service". See this term.
