Unstructured review means that the peer reviewers "weigh" the evaluation criteria as they see fit to determine a final score. The philosophy of this type of review is that funding applications can be extensively diverse in nature and therefore, merit open discussion and debate. Reviewers assign an initial rating and a discussion by the committee follows. After discussing the strengths and weaknesses of the application, the assigned reviewers reach a consensus score. The committee members then score within +/-0. 5 of the consensus score. An Advisory Committee on Assistive Devices has been formed to provide the Minister of Industry, with advice on how to support the advancement of assistive technologies in Canada. The Committee's first meeting was held in Ottawa, October 31-November 1. This committee(ACAD) meets three times each year to provide input to the Minister of Industry on issues dealing with the assistive technology industry. It also provides input on the departmental planning process to ensure that the needs of people with disabilities are taken into account. For example, it was on the recommendation of the ACAD that the Information Highways Applications Branch included accessibility as a criteria in the applications process for the Community Access Program.
