2, record 15, French, - crit%C3%A8res%20de%20Feighner

Tradable permits have been proposed as an alternative to the tax. There are two main possibilities :(i) estimating "reasonable" emissions country by country and establishing commensurate quotas or(ii) distributing tradable rights in accordance with some "equitably" criterion, such as equal emissions per capita(a possibility that has actually been discussed). Depending on how restrictive the aggregate of such tradable emission rights might be, the latter is tantamount to distributing trillions of dollars in discounted value and making, for a country like Nigeria, the outcome of its population census the country's major economic policy. If, instead, quotas are negotiated to correspond to every country's currently "reasonable" emissions level, they will surely be renegotiated every 5 or 10 years, and selling an emissions right will be perceived as evidence that a quota was initially too generous. It is unlikely that governments will engage in trades that acknowledge excessive initial quotas. 1, record 48, English, - tradable%20emission%20rights

The A[ star]: algorithm is a best-first search method. It means that the algorithm simultaneously contains several paths which may all be candidates for the shortest path. At any time, it selects the most promising node(best-first) at a time for expansion, and incorporates the successor nodes into the search graph. The criterion for evaluation is the length of the path from start to the node plus the estimate of the remaining distance(cost). The calculated ozone reduction is extremely sensitive to any tropospheric sink for the chlorofluoromethanes. For example, only about 1% of the CFMs [chlorofluoromethanes] in the atmosphere is dissociated each year, so that if there were an inactive sink that removes 2% of the CFMs each year without destroying ozone, then the ozone reduction would be only one-third of the estimate without such a sink. 4, record 72, English, - sink

The distribution of various physicochemical processes is another criterion [used for denoting the various shells of the atmosphere]. The ozonosphere, lying roughly between 10 and 50 kilometers, is the general region of the upper atmosphere in which there is an appreciable ozone concentration and in which ozone plays an important part in the radiative balance of the atmosphere; the ionosphere, starting at about 70 or 80 kilometers, is the region in which ionization of one or more of the atmospheric constituents is significant; the neutrosphere is the shell below this which is, by contrast, relatively unionized; and the chemosphere, with no very definite height limits, is the region in which photochemical reactions take place. 5, record 86, English, - ozonosphere

... the atmosphere consists of several layers. The layers differ in such physical properties as pressure and the types of gasses. The layer of the atmosphere closest to Earth is called the TROPOSPHERE. ... The layer above the troposphere is called the STRATOSPHERE. The OZONE LAYER is the part of the stratosphere where absorption of ultraviolet rays occurs. The layer above the stratosphere is called the MESOSPHERE. The THERMOSPHERE lies above the mesosphere. The ionized gases form a layer within the thermosphere called the IONOSPHERE. The outermost part of Earth’s atmosphere extends from about 480 km out to 960 km. 3, record 86, French, - ozonosph%C3%A8re

(T) he true criterion of an irremovable fixture consists in the united application of several tests : 1st. Real or constructive annexation of the article in question to the realty; 2nd. Appropriation or adaptation to the use or purpose of that part of the realty with which it is connected; 3rd. The intention of the party making the annexation to make the article a permanent accession to the freehold, this intention being inferred from the nature of the article affixed, the relation and situation of the party making the annexation, and the policy of the law in relation thereto, the structure and mode of the annexation and the purpose or use for which the annexation was made. Of these three tests, the clear tendency of modern authority seems to give pre-eminence to the question of intention to make the article a permanent accession to the freehold, and the others seem to derive their chief value as evidence of such intention.(Reiter, Risk & McLellan, 2nd ed., 1982, pp. 131-2) 1, record 99, English, - irremovable%20fixture
