The Commission also questioned CNSC staff on its above-noted conclusion concerning the availability of special safety systems. The Commission noted that, from the information provided for the hearing, it appears one shutdown system was "unavailable" for approximately one month due to a leaking passing valve, while the criterion for acceptability is no more than 8 hours per year.
