On February 5, 2001, Prime Minister Jean Chrétien announced the creation of the Office of Critical Infrastructure Protection and Emergency Preparedness(OCIPEP) which encompassed the functions of the former Emergency Preparedness Canada. "The protection of Canada's critical infrastructure from the risks of failure or disruption is essential to assuring the health, safety, security and economic well-being of Canadians, "said the Prime Minister. In December 2003, Prime Minister Paul Martin announced that OCIPEP would be integrated into a new department, Public Safety and Emergency Preparedness Canada(PSEPC).

En décembre 2003, le Premier ministre Paul Martin annonçait que le Bureau de la protection des infrastructures essentielles et de la protection civile serait intégré dans un nouveau portefeuille : celui de la Sécurité publique et de la Protection civile.
