During the 1970-71 crop year, a procedure known as "pooling of grain" was introduced at the ports of Vancouver and Thunder Bay to reduce the amount of switching required. Under this system, all Wheat Board grain, that is export wheat, oats and barley(except selected lots), is placed at any terminal for unloading, no matter to which elevator company it is consigned. Time is saved by eliminating the switching formerly required to effect mandatory delivery to the elevator company indicated on the bill of lading. 1, record 2, English, - pooling%20of%20grain

1, record 2, French, - pool%20du%20grain

Generally speaking, quota levels begin relatively low at the start of a crop year after the new crop has been harvested and then increase as additional supplies are needed to replenish terminal elevator stocks or meet sales commitments. Depending on market requirements, quotas may be confined to specific grades of particular grains. They also may only remain in effect for a specific period of time. This method relates producer deliveries to market requirements and ensures an even flow of grain from farms to primary elevators. 1, record 5, English, - even%20flow%20of%20grain

1, record 5, French, - approvisionnement%20r%C3%A9gulier
