It would take over collecting and distributing blood from the Red Cross and also replace the Canadian Blood Agency as the bill payer. Health ministers accepted the panel' s conclusions and ordered a plan to be drawn up for a National Blood Authority to be in place by 15 February 1997 and the agency to be active within a year.
