Most of the weakness was concentrated in natural gas, where weak industrial demand sent prices to $4 per mbtu. Crude oil prices rose above $40 (US) a barrel. Prices for food and metals were little changed.

Pegging the exchange rate to the dollar does not make monetary policy credible, as the resounding disaster in Mexico makes clear.... monetary policy was too loose in 1994 and was inconsistent with the peso pegged at 3. 5 to the dollar. Foreign reserves left the country until the peg had to be abandoned.

Rate of exchange set by the issuing bank of a currency that fixes the limits of variation of that currency within a given day. The issuing bank commits itself to buying all currencies offered at the purchase intervention price and to sell to all buyers at the sale intervention price. In some cases the intervention price is fixed for only one currency(dollar), all other currencies being fixed in relation to this. It is characteristic of an intervened market.

In the case of a fixed exchange rate, the government undertakes to buy and sell foreign exchange to maintain the exchange rate of the Canadian dollar within fixed limits.

From 1980 to 1982, the US dollar appreciated 40% on a trade-weighted average basis against 10 major currencies. In evaluating the effect of exogenous exchange-rate movements on inflation, a good rule to follow is that a 10% depreciation of the dollar's real trade-weighted exchange rate causes consumer prices to rise between 1. 50% and 1. 75%.

Intervention operations for the Canadian authorities have been conducted for the purpose of smoothing daily variations in the Canadian dollar/US dollar exchange rate. In practice, this has led them to follow a broadly symmetrical approach of "leaning against the wind", intervening almost daily to oppose intra-day rate movements in either direction, usually on a small scale but with growing intensity as the size of daily rate movements increases.
