Whereas a number of independent initiatives are currently underway within Government to reduce the paper burden and to facilitate electronic commerce in general, this report is concerned only with the more restricted objective of illustrating the potential for Government to ensure effective and secure interchange, processing and archiving of forms-based information.

On September 22, 1998, the Prime Minister announced Canada's Electronic Commerce Strategy, outlining initiatives designed to establish Canada as a world leader in the adoption and use of electronic commerce. Working in close collaboration with the private sector, the federal government has concentrated on creating the most favourable environment possible in areas which are critical to the rapid development of e-commerce.

Le 22 septembre 1998, le Premier ministre a annoncé la Stratégie canadienne sur le commerce électronique, qui décrit les initiatives visant à faire du Canada un leader mondial pour ce qui est de l'adoption et de l'utilisation du commerce électronique.
