The Role of the Strategic Investment Framework in Public Service Modernization Act(PSMA) Implementation and HR Modernization-The SIF is the strategic framework for the proposed investment of the funds already earmarked in the fiscal framework for PSMA implementation. It is a "funding stewardship" tool that brings a disciplined approach to determining priority of investment demands stemming from the PSMA and helps to ensure the effective use of limited resources, value for money, affordability, and efficiency. This Framework was approved by Treasury Board ministers in April 2004.

The budget for 1998-1999 was $1, 500, 000. Aquaculture, processing and marketing, and harvesting initiatives were funded under this program during the fiscal year.

We have an employment insurance system that should be funding EI benefits but a provision was put into it that allowed for the clawing back, through income tax returns, of EI benefits received by a taxpayer whose income was over $39, 000.
