Announced in June 1992, the AFS of the Department of Fisheries and Oceans is a multi-year program which includes several important policy initiatives to increase Aboriginal involvement in the management of Aboriginal fisheries. The AFS encompasses Aboriginal involvement in all aspects of fisheries and fish habitat management and participation by First Nations in commercial fishing and related economic opportunities.

The Policy provides guidance to departmental staff, developers and the public regarding the management of fish habitat. It recognizes that other sectors of the economy make legitimate demands on water resources and elaborates eight strategies to ensure the protection of fish habitat while providing for other uses.
