On Friday, December 12, 2003, the Government announced the creation of the Canada Border Services Agency(CBSA), which is part of the Department of Public Safety and Emergency Preparedness. When the CBSA came into being, a number of employees from the Canada Customs and Revenue Agency(CCRA), Citizenship and Immigration Canada(CIC) and the Canadian Food Inspection Agency(CFIA) were transferred to the new agency.

The Office of Food Safety and Recall(OFSR) was created to coordinate food emergency response with CFIA(Canadian Food Inspection Agency) staff across Canada and external partners. Timely and effective response to food safety emergencies is the priority of the OFSR. The OFSR established a 24 hour service standard to respond to all Class One recalls.
