The Unified Task Force(UNITAF) was the American-led effort to bring humanitarian assistance to Somalia. This mission, although it was not UN endeavor, was authorized by Chapter VII of the UN Charter to use "all necessary means" to create a secure environment that would allow the humanitarian agencies to deliver food and general relief in Somalia. UNITAF was also tasked to promote national reconciliation and economic reconstruction of the country. The mission consisted of a four phase program, the last phase being the transfer of responsibilites to UNOSOM in April 1992.

In addition to my role as chair of the federal task force, the other job I hold is working with the provinces. What we’re doing is creating a piece of model legislation. It's called the Model Food Act at this point. We hope to have it on the Ministers of Agriculture agenda in July, when they meet.
