In 1990, a new Aboriginal Employment and Training Strategy called "Pathways to Success" was established. It is a partnership between aboriginal groups and the former Employment and Immigration Canada, now named Human Resources Development Canada. Report of a short term Task Force set up to develop a strategy for the effective reintegration and management of long term offenders(those serving ten years or more including lifers and those offenders with an indefinite sentence)-the report was approved by at the May, 1998 meeting of CSC' s [Correctional Service Canada] Executive Committee.

The predominant theme arising from the Report is the implementation of the Life Line concept. The concept has three essential components. They include InReach Services, which involves a successful lifer or long term offender who contacts, motivates and actively encourages lifers in their preparation for reintegration back to the community. The second is Community Programs and Services, which involves dedicated program resources for Lifers to ensure a process of gradual phased day parole leading to full parole. The final component is Public Education which involves community-based correctional agencies and their InReach workers who contribute to "public" understanding on the nature of the Lifer and long term offender population to increase support and understanding for the released offender. This may include speaking at schools, community organizations and youth at risk.

Ce sont d'abord les Services d'intervenants accompagnateurs : un condamné à perpétuité ou délinquant purgeant une peine de longue durée qui a réussi à s'en sortir contacte, motive et encourage activement des condamnés à perpétuité qui se préparent à réintégrer la collectivité. Deuxième élément : les Programmes et services offerts dans la collectivité, soit des ressources réservées aux programmes pour ces délinquants en vue d'un processus de semi-liberté menant graduellement à une libération conditionnelle totale. Le dernier élément est la Sensibilisation du public; des organismes correctionnels communautaires et leurs intervenants accompagnateurs contribuent à faire connaître au «public» la nature de la population de condamnés à perpétuité et de délinquants purgeant une peine de longue durée afin d'obtenir plus de soutien et de compréhension à l'égard du délinquant mis en liberté. Cela peut prendre la forme d'allocutions dans des écoles, devant des organismes communautaires et des jeunes à risque.

Imagery Exploitation System (IES). Modernized Imagery Exploitation System (MIES). MIES is a Corps and EAC tactical imagery exploitation system capable of receiving, processing, and disseminating national and theater imagery. Comprehensive in approach rather than project-based, it set outs the most appropriate types of pavement for roads under the Department's jurisdiction. The analysis methodology it stipulates is a thorough, proven approach based on consistent, verifiable parameters and a transparent development process throughout. The new policy, which replaces the Policy on the Construction and Maintenance of Cement Concrete pavements in force since 1995, allows greater consideration of new technologies and road work requirements through its integrated approach under a comprehensive Québec pavement management framework. Implementation of this policy must fit with road work planning strategies and the Department's financial capabilities. In drawing up this new policy, the Department met with representatives of the concrete and asphalt industries as well as the Association des constructeurs de routes et grands travaux du Québec(Québec' s road builders’ association) in order to take their views into account.

Since 1973 industrialised countries have been undergoing a major economic crisis. In the car manufacturing industry, world production plummeted from 39 million vehicles in 1973 to less than 35 million in 1974. Many firms have started to make losses. In this general climate, one manufacturer stood out with better results - Toyota. The other firms asked themselves why this was, and discovered that this Japanese car maker had gone over to a different method of production to that which was prevalent at the time. Instead of applying the principles developed by Ford, like its competitors, Toyota has developed a particular way of organising its production which gave both higher efficiency and better profitability. Just as the innovations in the methods of production inaugurated by Ford in Detroit at the beginning of the century are known as Fordism, so the new methods of working are called Toyotism.
