U.S. delivery system stationed in Europe and capable of carrying nuclear bombs against targets in the Soviet Union. 4, record 10, English, - forward%20based%20system

A term introduced by the U. S. S. R. to refer to U. S. nuclear systems that have less than intercontinental range but which, because of their location, could reach targets in the Soviet Union. The U. S. S. R. regards these as strategic and tried unsuccessfully to get them covered first by Salt 1 and then in negotiations on theatre nuclear forces. It sought ’compensation’ for FBS's by being permitted to possess a large number of central systems in her arsenal. Around 1975-1976 the question of FBS's became the touchstone in Europe for the USA's sympathy for its NATO allies during the Salt II negotiations. 2, record 10, English, - forward%20based%20system

1, record 10, French, - syst%C3%A8me%20d%27armes%20bas%C3%A9%20%C3%A0%20l%27avant

equilibrium : state of balance. When a body or a system is in equilibrium, there is no net tendency to change. In mechanics, equilibrium has to do with the forces acting on a body.... However, a state of equilibrium does not mean that no forces act on the body, but only that the forces are balanced.... The stability of a body is a measure of its ability to return to a position of equilibrium after being disturbed. It depends on the shape of the body and the location of its center of gravity... A body with a large flat base and a low center of gravity will be very stable, returning quickly to its position of equilibrium after being tipped. However, a body with a small base and high center of gravity will tend to topple if tipped and is thus less stable than the first body. A body balanced precariously on a point is in unstable equilibrium. Some bodies, such as a ball or a cone lying on its side, do not return to their original position of equilibrium when pushed, assuming instead a new position of equilibrium; these are said to be in neutral equilibrium. 1, record 23, English, - neutral%20equilibrium

The main difference between this and adsorption is that the former involves fairly uniform penetration of the absorbent matrix, whilst the latter occurs at the surface, and the forces involved in adsorption are very much less than the chemical forces of the absorption process. 3, record 30, English, - absorption

S. and British navies all use the term frigate to mean a warship slightly smaller than and generally not as powerfully armed as a destroyer(although there is some overlap). With the possible exception of the DDH-280 class ships(classified as destroyers by Jane's Fighting Ships), all of Canada's present day "destroyers" are actually frigates, the word destroyer being used as a short form of "destroyer escort", which was their original classification. 5, record 43, English, - frigate

Elections Canada. The Election Results System(ERS), which produces the timely, unofficial voting results seen on the Elections Canada Web site on election night, was first developed for the 1993 election. Its primary purpose is to transmit voting results electronically from each of the 301 electoral districts to the media and Elections Canada's Web site. Following election day, returning officers use the system to record the results of their official additions. ERS is also used by Elections Canada to gather, merge and verify unofficial voting results from Canadian Forces electors, incarcerated electors, and other Canadians who vote by special ballot. Once the polls are closed, the special ballot results, which were previously faxed, will now be transmitted electronically by Elections Canada from Ottawa to each returning officer and combined with the local results. The version of ERS used in Ottawa after the election is also being redesigned for faster certification and publication of the official results in print and electronic formats. 2, record 49, English, - Election%20Results%20System

2, record 49, French, - Syst%C3%A8me%20des%20r%C3%A9sultats%20%C3%A9lectoraux

Another increasingly popular type of anemometer is the propeller anemometer. This anemometer is simply a very small two- or three-blade propeller, calibrated so that the revolutions per minute (rpm) corresponds to specific wind speeds. This anemometer is known as a "lift" device because it relies upon the rational lift caused by the wind on the propellers to measure the wind speed. By using two propellers held fixed at a perpendicular angle to each other, one can simultaneously measure the wind speed and direction using vector analysis. By including a third propeller positioned vertically relative to the other two, vertical wind movements also can be measured. It should be noted that the effect of variations in air density (due to temperature and/or pressure conditions) are accounted for differently in lift devices (for example, propeller anemometers) and drag devices (for example, cup anemometers). 4, record 51, English, - propeller%20anemometer

Even when the designer has settled the size and angle of the tail plane, the force which it will experience will be outside the control of the pilot, and although they may automatically compensate for such things as changes in pitching moment on the main planes, they cannot possibly deal with changes of weight such as are caused by the dropping of bombs, consumption of fuel, and changes in the disposition of passengers and cargo. For this reason the adjustable tail plane was introduced, this being operated by an actuating gear and controlled by a wheel or lever in the pilot's cockpit. This enabled the pilot to alter the angle of setting of the tail plane during flight and so cause downward or upward forces upon it at will, thus balancing the aeroplane under all conditions. 2, record 66, English, - adjustable%20tailplane

Gravimetric Loop machine... This is essentially for use in a binary fluid circuit... Three parallel fluid columns of considerable height(64 m in a prototype) are arranged to form two loops, the central column being common to both. In the left-hand loop a refrigerant(e. g. freon 11) is pumped counter-clockwise round the loop : in the right-hand loop, water is circulated clockwise by gravimetric forces. The bottom of the water loop is heated by geothermal fluid. The heated water, on contact with the freon at the bottom of the central column, causes the latter to boil, and the released freon bubbles give buoyancy to the fluid in this column so that the water and boiling freon rise to the top where the two fluids, being immiscible, are separated... The different densities of the fluids in the right-hand and central columns provide the driving head for the turbine. 1, record 77, English, - gravimetric%20loop%20machine

Destruction of prize. Since through adjudication by the Prize Courts the ownership of captured private enemy vessels becomes finally transferred to the belligerent whose forces made the capture, it is evident that after transfer the captured vessel as well as her cargo may be destroyed. On the other hand, it is likewise evident that, since a judgment of a Prize Court is necessary before the appropriation of the prize becomes final, a captured merchantman must not, as a rule, be destroyed on capture instead of being conducted to the port of adjudication.
