This specification covers asphalt-saturated organic felt for use as an underlayment in steep slope roofing. The objective of this specification is to provide a finished product that will lie flat and resist wrinkling, puckering, and shrinking when left exposed to the sun, rain, frost, or dew for a period of two weeks after application. In the process of manufacture, a single thickness of organic dry felt shall be uniformly saturated with an asphaltic saturant and the felt shall be produced principally from organic fibers. The surface of the felt shall be uniform and relatively smooth and upon splitting or tearing on the bias, the felt shall appear free of lumps or particles of foreign substances. The material shall conform to the prescribed physical requirements such as tear strength, pliability, loss on heating, liquid water transmission, breaking strength, and dimensional stability, and to the specified dimension and mass requirements such as roll width, roll area, net mass of saturated felt, net mass of desaturated felt, saturation, moisture, and saturating efficiency. The finished product shall not crack nor be so sticky as to cause tearing or other damage upon being unrolled.

In 1964, Congress passed the Bartlett Act(Pub. L. No 88-308, 78 Stat. 194) which excluded foreign vessels from fishing within the United States’ territorial sea, defined as all ocean waters within three miles from the coast. Two years later, Congress passed the Contiguous Fisheries Zone Act(Pub. L. No. 89-658, 80 Stat. 908), which created a nine-mile contiguous zone extending out from the three-mile limit, from which foreign fishing vessels would be excluded. These acts and treaties failed to protect U. S. fisheries as they were intended to. The Bartlett Act provided no authority for federal management measures, limiting the federal government's role to data collection and law enforcement against foreign fishers. Other nations also found their fisheries to be suffering, as most treaties provided no means of enforcement against nations who had not chosen to enter into an agreement. As a result, several countries moved to extend the area of their marine jurisdiction. By 1975, of the parties involved in ongoing law-of-the-sea negotiations, sixty nations including the United States, favored a twelve-mile territorial sea and a two-hundred-mile resource conservation zone.

Although one of the primary aims in durum wheat milling is to produce a speck-free product, bran specks in the final product are unavoidable. If wheat is improperly cleaned, foreign material such as earth pellets or insect fragments may also appear as black specks; kernels damaged by severe smudge, mildew, black point or ergot will also cause speckiness. Since a specky product is undesirable, one test for checking the efficiency of milling is the determination of number of specks per unit area of semolina. The definition of "speck" is not clear cut and differentiation must be made between bran specks and other dark or black specks. Insufficient cleaning of wheat, presence of damaged kernels in low grade wheats, and inefficient purification contribute to speckiness. Normally, the number of specks is reported as specks per 100 square centimetres.

Criteria for judging quality. Flour color: A very simple way to determine color differences in different batches of flour is to look at the color of different types of flour under a sheet of glass. Uniting of two or more countries or territories under a common government. The European Economic Community, for example, was conceived by its original advocates after the second world war as a basis for political union that would prevent further wars in Europe, though it was set up under the Treaty of Rome 1957 as a Common Market that could lead to political union, if the member-states wished. An area in which the member-states can be said to have made moves towards political union has been their work on a common foreign policy. Progress towards political union in the EEC raises questions of the relationship with the USA and other North Atlantic Treaty Organization countries and with the Communist Countries. The status of the European Parliament or Assembly also becomes crucial.
