The chief purpose of establishing diplomatic relations and permanent missions is to serve a means by and through which states are able to communicate with each other. Such communications, which may for example take the form of conversations between the minister for foreign affairs of the state receiving the mission(the receiving state), and the ambassador of the state sending the mission(the sending state), pass from one government to another through the "diplomatic channel". A Foreign Investment Promotion and Protection Agreement(FIPA) is a bilateral agreement aimed at protecting and promoting foreign investment through legally-binding rights and obligations. FIPAs accomplish their objectives by setting out the respective rights and obligations of the countries that are signatories to the treaty with respect to the treatment of foreign investment. Typically, there are agreed exceptions to the obligations. FIPAs seek to ensure that foreign investors will not be treated worse than similarly situated domestic investors or other foreign investors; they will not have their investments expropriated without prompt and adequate compensation; and, in any case, they will not be subject to treatment lower than the minimum standard established in customary international law. As well, in most circumstances, investors should be free to invest capital and repatriate their investments and returns. 1, record 24, English, - Foreign%20Investment%20Promotion%20and%20Protection%20Agreement

1, record 24, French, - Accord%20sur%20la%20promotion%20et%20la%20protection%20des%20investissements%20%C3%A9trangers

Because development theory, for countries like India and the United States, is preoccupied with the concept of "balanced growth", the Neumann model is of considerable interest. It is particularly relevant to the case where an industrial sector in a poor country finds it can get an unlimited supply of laborers from the rural sector at the same wage cost in terms of subsistence; needing little land, the industrial sector can "take off" and grow at a constant Neumann-percentage rate per year, provided it can produce the capital goods needed to match the new labor or can be helped by imports from foreign lenders, aiders, or exporters. 1, record 64, English, - Neumann%20model
