A Foreign Investment Promotion and Protection Agreement(FIPA) is a bilateral agreement aimed at protecting and promoting foreign investment through legally-binding rights and obligations. The idea of the contiguous zone has not commended itself to all States. At the 1930 Hague Codification Conference nine States opposed it, including all the British Dominions and the United States. Because development theory, for countries like India and the United States, is preoccupied with the concept of "balanced growth", the Neumann model is of considerable interest.
