In 1964, Congress passed the Bartlett Act(Pub. L. No 88-308, 78 Stat. 194) which excluded foreign vessels from fishing within the United States’ territorial sea, defined as all ocean waters within three miles from the coast. Two years later, Congress passed the Contiguous Fisheries Zone Act(Pub. L. No. 89-658, 80 Stat. 908), which created a nine-mile contiguous zone extending out from the three-mile limit, from which foreign fishing vessels would be excluded. These acts and treaties failed to protect U. S. fisheries as they were intended to. The Bartlett Act provided no authority for federal management measures, limiting the federal government's role to data collection and law enforcement against foreign fishers. Other nations also found their fisheries to be suffering, as most treaties provided no means of enforcement against nations who had not chosen to enter into an agreement. As a result, several countries moved to extend the area of their marine jurisdiction. Les Opérations des Nations Unies au Mozambique (ONUMOZ) avaient pour mandat de surveiller et vérifier l'application du cessez-le-feu; la séparation, le rassemblement et la démobilisation des forces; le rassemblement, l'entreposage et la destruction des armes; le retrait complet des forces étrangères ainsi que le démantèlement des groupes armés privés ou irréguliers. L'ONUMOZ était aussi chargée d'autoriser des arrangements de sécurité concernant les infrastructures essentielles et d'assurer la sécurité voulue pour l'action de l'ONU et autres organisations internationales visant à appuyer le processus de paix; de surveiller l'ensemble du processus électoral; et de coordonner et surveiller toutes les opérations d'aide humanitaire. The essential ingredients of a recombinant DNA experiment are : 1. A DNA vehicle(vector, replicon) which can replicate in living cells after foreign DNA is inserted into it. 2. A DNA molecule to be replicated(passenger), or a collection of them. 3. A method of joining the passenger to the vehicle. 4. A means of introducing the joined DNA molecule into a host organism in which it can replicate(DNA transformation or transfection). 5. A means of screening or genetic selection for those cells that have replicated the desired recombinant molecule. This is necessary since transformation and transfection methods are inefficient, so that most members of the host cell population have no recombinant DNA replicating in them.
