Both the double dip and the tower structure make investment outside Canada less costly than investment in Canada. Other things being equal, the mismatch between the interest deduction in Canada and the non-taxability of foreign-source earnings acts as an incentive to Canadian business to locate new operations-and the jobs they provide-in other countries, rather than in Canada. Put differently, the "tax shield" provided by the extra deduction reduces the cost to a Canadian corporation of acquiring and operating foreign subsidiaries. Through that deduction Canada is in effect subsidizing the expansion of multinational corporations, both foreign-owned and Canadian-owned, from bases in Canada. 2, record 4, English, - tax%20shield

2, record 4, French, - bouclier%20fiscal

The Buy American Act was passed in 1933 by the U. S. Congress, which required the United States government to prefer U. S.-made products in its purchases. Other pieces of Federal legislation extend similar requirement to third-party purchases that utilize Federal funds, such as highway and transit programs. In certain government procurements, the requirement purchase may be waived if purchasing the material domestically would burden the government with an unreasonable cost(the price differential between the domestic product and an identical foreign-sourced product exceeds a certain percentage of the price offered by the foreign supplier), if the product is not available domestically in sufficient quantity or quality, or if doing so is in the public interest. The President has the authority to waive the Buy American Act within the terms of a reciprocal agreement or otherwise in response to the provision of reciprocal treatment to U. Le Buy American Act (en français «loi Achetez américain») est une loi fédérale américaine entrée en vigueur en 1933 dans le cadre de la politique de New Deal de Franklin D. Roosevelt, pendant la Grande Dépression. 1, record 8, French, - loi%20Achetez%20am%C3%A9ricain

The Export Development Corporation seeks the active involvement of banks and other financial institutions in supporting Canadian exports; bank participation is encouraged wherever possible. Such instances include the financing of downpayments, interest during construction, local cost financing, as well as direct participation in the financing of the Canadian goods and services being exported. This bank involvement may take the form of co-lending, where both EDC and the banks are jointly involved in the loan negotiation; participation, where EDC invites a bank into a loan that has already been negotiated; and parallel lending, where both EDC and the bank make separate loan agreements with the foreign borrower in connection with a single transaction. These arrangements occur during or after the loan negotiation stage; the exporter is usually not a party to this process beyond the choosing of the commercial bank. 1, record 24, English, - bank%20participation

1, record 24, French, - participation%20bancaire

Because development theory, for countries like India and the United States, is preoccupied with the concept of "balanced growth", the Neumann model is of considerable interest. It is particularly relevant to the case where an industrial sector in a poor country finds it can get an unlimited supply of laborers from the rural sector at the same wage cost in terms of subsistence; needing little land, the industrial sector can "take off" and grow at a constant Neumann-percentage rate per year, provided it can produce the capital goods needed to match the new labor or can be helped by imports from foreign lenders, aiders, or exporters. 1, record 29, English, - Neumann%20model
