These foreign banks are still participating in, for example, the Canadian dollar interbank market, but if they are based in New York, a trade with a reporting dealer in Canada would now be reported by that(Canadian) counterparty as a cross-border rather than a local interbank trade. Hence, local transactions with reporting dealers fell whereas crossborder transactions with reporting dealers increased. Similarly, if the financial institution that exited the market in Canada took some of its customer business with it, it would now be recorded out of New York(the United States survey) rather than Canada, since the basis for reporting turnover in the survey is the location of the trade. This service, initially offered in competition to established public telecommunication operators, is now increasingly part of PTO services. Call-back can potentially offer substantial savings to consumers. Most US-based call-back services rely on uncompleted call signalling systems. This type of call-back service solicits pre-subscribed customers in a foreign country to dial a US telephone number and, after a certain number of rings, to hang up. The US call-back company then initiates a call to the foreign telephone number and when the foreign caller answers, he or she receives a US dial tone from the switch at the reseller's US location.
