Human Resources Development Canada(HRDC) through its network of Human Resource Centres, administers the Caribbean/Mexican Seasonal Agricultural Workers Program on behalf of the Government of Canada. HRDC requires employers, through their human resource planning strategies, to ensure that Canadian citizens and permanent residents are always considered for employment before employing foreign workers. The Caribbean/Mexican Seasonal Agricultural Workers’ Program was first implemented in 1966 following negotiations between Canada and Jamaica to facilitate the entry of Jamaican workers for temporary employment in the growing and processing of agricultural products during peak demand periods. The C/MSAWP was created to provide a supplementary source of reliable and qualified seasonal labour in order to improve Canada's prosperity by ensuring that crops are planted and harvested in a timely fashion. These measures help to maintain the livelihoods of Canadian and permanent resident workers in the agricultural industry as well as in other industries that directly or indirectly participate in and benefit from a strong and vital agricultural industry.
