In the early 90's, significant elements were put in place to support the emergence of a learning organization and to inculcate a learning culture at Health Canada. In 1993, Health Canada defined its framework and vision for continuous learning and in a Strategic Learning Policy. To reinforce its commitment to learning and self-development, it introduced the concept of "learning days" which formally recognizes the need for employee development and encourages managers to more openly support learning and self-development.

En 1993, Santé Canada a défini sa structure et sa vision d'un apprentissage continu dans une Politique stratégique sur l'apprentissage. Pour renforcer son engagement envers l'apprentissage et l'auto-perfectionnement, le ministère a présenté le concept de «journées d'apprentissage», concept qui reconnait officiellement le besoin de perfectionnement des employés et encourage les cadres à appuyer plus ouvertement l'apprentissage et l'auto-perfectionnement.
