Adopted by UNCITRAL [United Nations Commission on International Trade Law] on 30 May 1997, the Model Law is designed to assist States to equip their insolvency laws with a modern, harmonized and fair framework to address more effectively instances of cross-border insolvency. Those instances include cases where the insolvent debtor has assets in more than one State or where some of the creditors of the debtor are not from the State where the insolvency proceeding is taking place. The Model Law respects the differences among national procedural laws and does not attempt a substantive unification of insolvency law. The term "domestic jurisdiction", as used in the theory and practice of international law, mainly since the Covenant of the League of Nations, is not a new legal concept from the point of view of its content. Industry Canada. Accountability out is something different. It was defined in our Round Table as the sense of responsibility that one feels to the law, or to one's sense of personal or professional ethics. Accountability in this sense is a check on behaviour that is imposed either externally(i. e., through obligations flowing from laws or regulations) or internally(i. e, through a sense of personal obligation to abide by a self-imposed standard of conduct).
