With my approval and full support, the process to implement the department's Health and Safety Strategic Plan 2001 has begun. This plan not only provides Public Works and Government Services Canada(PWGSC) with the ability to meet all current health and safety requirements, but offers a proactive approach to health and safety issues in the workplace. This major departmental initiative was introduced by the National Health and Safety Committee. Key to its successful implementation is the active participation of the department's Regional/Area Health and Safety Committees, and Workplace Health and Safety Committees and Representatives. The Strategic Plan's goal is for the achievement of the following six major objectives relating to health and safety by the year 2001 :-PWGSC employees are to be fully aware of their rights, responsibilities and accountabilities with respect to health, safety and environmental protection.-PWGSC worksites are to meet or exceed applicable safety, health and environmental protection standards.-A policy framework is to be developed that will reflect the overall mandate of the federal public service with regard to safety, health and environmental protection, while providing clear departmental direction that is consistent with the aims and objectives of regulatory requirements.-Every workplace is to establish and maintain a Prevention Program.-A Safety Management Information System is to be developed. Avec mon approbation et mon appui entier, le processus de mise en œuvre du Plan stratégique 2001 en matière de santé et de sécurité a débuté. Ce plan permet à Travaux publics et Services gouvernementaux Canada (TPSGC) de répondre à tous ses besoins actuels en matière de santé et de sécurité, et constitue une démarche proactive en ce qui a trait aux questions de santé et de sécurité au travail. Le comité national de santé et de sécurité a lancé cette activité ministérielle importante. Le succès de sa mise en œuvre dépend de la participation active des comités régionaux et locaux de santé et de sécurité de même que des comités et des représentants de santé et de sécurité au travail. The Management, Resources and Results Structure(MRRS) policy replaces the 1996 Planning, Reporting and Accountability Structure(PRAS) policy framework. It takes effect on April 1st, 2005. A Management, Resources and Results Structure provides a common, government-wide approach to the collection, management and public reporting of financial and non-financial information. It is meant to : Identify and define the strategic outcomes linked to a department's mandate and core functions; Provide a logical organization or architecture of the programs and activities being delivered in support of the department's strategic outcomes; Reflect the way a department is managed to achieve results with the resources allocated to it year after year; Illustrate the various decision-making mechanisms and accountabilities that exist within the department to manage programs and activities towards the achievement of results; Link each level and element of the Program Activity Architecture to planned and actual information on resources and results; and Provide a performance measurement strategy to enable departments to adjust program design and spending to better achieve results. La Politique sur la Structure de gestion, des ressources et des résultats (SGRR) remplace les directives de 1996 sur la Structure de planification, de rapport et de responsabilisation (SPRR). Elle entre en vigueur le 1er avril 2005. La Structure de gestion, des ressources et des résultats permet d'uniformiser la collecte, la gestion et la publication de l'information financière et non financière à l'échelle du gouvernement. Elle vise à : cerner et définir les objectifs stratégiques liés au mandat et aux fonctions clés d'un ministère; présenter l'organisation ou l'architecture logique des programmes et activités à l'appui des objectifs stratégiques du ministère; mettre en évidence la façon dont les ministères sont gérés pour obtenir des résultats grâce aux ressources qui leur sont confiées année après année; illustrer les divers mécanismes décisionnels et responsabilités que les ministères ont mis en place pour administrer leurs programmes et activités en vue d'obtenir des résultats; associer chaque niveau et élément de l'Architecture des activités de programmes à planifier aux données réelles sur les ressources et les résultats; et fournir une stratégie de mesure du rendement afin de permettre aux ministères d'ajuster leurs dépenses et la conception de leurs programmes pour obtenir de meilleurs résultats. This paper explores how institutions of property rights and collective action play a particularly important role in the application of technologies for agriculture and natural resource management. Those technologies with long time frames tend to require tenure security to provide sufficient incentives to adopt, while those that operate on a large spatial scale will require collective action to coordinate, either across individual private property or in common property regimes. In contrast to many crop technologies like high-yielding variety seeds or fertilizers, natural resource management technologies like agroforestry, watershed management, irrigation, or fisheries tend to embody greater and more varying temporal and spatial dimensions.
