On March 1997, at the Berlin European Council, the Heads of Government or States concluded a political Agreement on Agenda 2000. The main objectives of this action programme are to strengthen the European Community policies and to give the European Union a new financial framework for the period 2000-06 with a view to enlargement. Agenda 2000 was launched in 1999 in the form of twenty legislative texts relating to the priority areas.

À l'issue du Conseil européen de Berlin, les chefs d'État et de gouvernement ont conclu un accord politique sur l'Agenda 2000 le 26 mars 1999. L'Agenda 2000 désigne un programme d'action dont les objectifs principaux sont de renforcer les politiques communautaires et de doter l'Union européenne d'un nouveau cadre financier pour la période 2000-2006, en tenant compte de la perspective de l'élargissement. Il a été concrétisé en 1999 par une vingtaine de textes législatifs touchant les domaines prioritaires.
