The Special Program of Assistance for Africa(SPA) was established in 1987 as a response to the economic crises of the debt-distressed countries in Sub-Saharan Africa. An informal association of donors, the SPA was intended to support the countries structural adjustment programs with the International Development Association and the International Monetary Fund. The SPA did respond to the challenge. Free of the restrictive formality of other fora, donors were able to test ideas and develop a mutual understanding. High-level donor representation provided the opportunity for meaningful interactions with World Bank and IMF policy makers. The SPA helped to channel substantial quick-disbursing aid. Through peer pressure, it improved donor procedures. It broadened its agenda to address structural impediments to broad-based development. It provided a platform for frank and open exchanges on Africa's economic and social policy issues. It facilitated a convergence of development assistance goals and practices while preserving flexibility. 1, record 23, English, - Special%20Program%20of%20Assistance%20for%20Africa

1, record 23, French, - Programme%20sp%C3%A9cial%20d%27assistance%20%C3%A0%20l%27Afrique

We know that in medical eponyms, the possessive form, such as "Bunts’ forceps", often disappears over the years. In this specific case, it seems that the ending "s" of the patronym disappeared and the written forms "Bunt" and "Bunt's"remained. Frank E. If you want to draw crowds for the long haul, I think you have to commit to the "labor of love" philosophy which means losing money for a while while the reputation builds, and event afterward only breaking even with minimal profit margins. If you see restauranting as an investment for profit, you’ll probably end up disappointing both yourself and your intended customers. 2, record 40, French, - brutalisme
Record number: 40, Textual support number: 1 CONT

Application of the Getis statistic to hemispheric and regional scale passive microwave derived snow water equivalent imagery. ... In this study, five day averaged Special Sensor Microwave/Imager (SSM/I) derived SWE [snow water equivalent] imagery are analyzed with the Getis statistic (Gi), a local indicator of spatial autocorrelation. 3, record 41, English, - Getis%20statistic

In contrast to semivariance, the Getis statistic (Gi), generates values which relate variations within patterns of spatial dependence. Thus, it has the potential to uncover discrete spatial regimes which might be overlooked by existing techniques. ... Wulder and Boots have adapted the Getis statistic for processing remotely sensed imagery. The Getis statistic yields a standardized value which indicates both the degree of autocorrelation in the values of the digital numbers centered on a given pixel and the magnitude of these values in relation to those of the entire image. The Gi values measure the extent to which a pixel is surrounded by a cluster of high or low values of a particular variable (e.g. DN). Large positive Gi values denote a cluster of high DN values; large negative Gi values indicate the spatial dependence within a tree crown or between shadow elements. High positive values generated from infrared wavelength image data indicate the presence of a tree object whereas high negative values relate a non-tree feature. 4, record 41, English, - Getis%20statistic

«Local Spatial Autocorrelation Characteristics of Landsat TM Imagery of a Managed Forest Area», par M. Wulder et B. Boots. 3, record 41, French, - statistique%20de%20Getis
