The Competition Bureau is one of the founding members of the Toronto Strategic Partnership, which also includes the Ontario Ministry of Consumer and Business Services, the Ontario Provincial Police, PhoneBusters National Call Centre, the Toronto Police Service, the U. The purpose of the Partnership is to coordinate law enforcement activities among the partners, to identify fraudulent, deceptive and misleading marketing practices, to facilitate information sharing among the partners and to support each other's law enforcement actions against persons and entities that engage in various types of deceptive marketing practices consistent with their laws, priorities and resources.

The bad-faith joinder of a party, usually a resident of the state, to prevent removal of a case to federal court.

CONT

In order to defeat federal court jurisdiction, it is improper but possible for a complaint to be filed in state court naming a non-diverse defendant "fraudulently, "i. e., naming a defendant against whom a good faith claim could not be asserted solely for the purpose of defeating federal court jurisdiction. An action wherein "fraudulent joinder" has occurred may nonetheless be removed. Fraudulent joinder is a judicially created exception to the requirement of complete diversity.
