"free alongside ship" means that the seller delivers when the goods are placed alongside the vessel at the named port of shipment. This means that the buyer has to bear all costs and risks of loss of or damage to the goods from that moment. The FAS term requires the seller to clear for export. This is a reversal from previous Incoterms versions which required the buyer to arrange for export clearance. However, if the parties wish the buyer to clear the goods for export, this should be made clear by adding explicit wording to this effect in the contract of sale. This term can be used only for sea or inland waterway transport.

«franco le long du navire» signifie que le vendeur a dûment livré dès lors que la marchandise a été placée le long du navire, au port d'embarquement convenu. C'est à partir de ce moment-là que l'acheteur doit supporter tous les frais et risques de perte ou de dommage que la marchandise peut courir. Le terme FAS impose au vendeur l'obligation de dédouaner la marchandise à l'exportation. C'est là un renversement de la situation par rapport aux versions antérieures des Incoterms qui mettaient à la charge de l'acheteur le dédouanement à l'exportation. Toutefois, si les parties souhaitent que l'acheteur dédouane la marchandise à l'exportation, elles doivent le préciser en insérant à cet effet une clause explicite dans le contrat de vente. Le terme FAS est à utiliser exclusivement pour le transport par mer ou par voies navigables intérieures.

The Royal Irish Constabulary(RIC) was one of Ireland's two police forces in the early twentieth century, alongside the Dublin Metropolitan Police. Londonderry(Derry) and Belfast had had their own forces, but problems, especially their involvement in sectarian violence, saw them both disbanded by 1870, and the RIC assumed their duties. It was disbanded in 1922 and replaced by two new police forces; the Garda Síochána in the Irish Free State(now the Republic of Ireland) and the Royal Ulster Constabulary in Northern Ireland. The force was predominantly Roman Catholic, although there were fewer Catholics in the higher ranks. The RIC' s policing system influenced the Canadian North West Mounted Police when the Canadian federal government was looking for a plausible way to establish order in the North-West Territories.

The Pacific Economic Cooperation Council(PECC) was formed in 1980 following the Pacific Community Seminar in Canberra, Australia. It was attended by 11 economies(Australia, Canada, Indonesia, Malaysia, Japan, Korea, New Zealand, the Philippines, Singapore, Thailand and the US), and the Pacific Island Nations. The Seminar called for the establishment of an independent, regional mechanism to advance economic cooperation and market-driven integration. A vital characteristics of the new body, asserted there, was its independent, unofficial status which would permit it to address economic issues and measures free from constraints of formal governmental policies and relationships. It, hence, agreed on the need for an informal process involving business and independent research institutions alongside governments. PECC is the only non-governmental official observer of APEC since the APEC' s formation in 1989. PECC has provided information and analytical support to APEC ministerial meetings and working groups. Also it channels and facilitates private sector participation in the formal process.
