The New West Partnership Trade Agreement(NWPTA) is an accord between the Governments of British Columbia, Alberta and Saskatchewan that creates Canada's largest, barrier-free, interprovincial market. Under the NWPTA, British Columbia, Alberta and Saskatchewan are the first jurisdictions to commit to full mutual recognition or reconciliation of rules that hinder the free movement of goods, services, investment, and people within Canada. The NWPTA builds on the Trade, Investment and Labour Mobility Agreement(TILMA) between British Columbia and Alberta and has the clarity Saskatchewan was seeking on public ownership of Crowns and the ability of municipalities to support economic development. The NWPTA comes into effect July 1, 2010 and will be fully implemented on July 1, 2013. 1, record 1, English, - New%20West%20Partnership%20Trade%20Agreement

The second variant posits a reduced role for government, and the preservation of an integrated Canadian market as a result of "negative integration". This means that the provinces or states would commit themselves to the free movement of goods, services, labour, and capital among themselves and to achieve this, their powers would be limited by mutual agreement. Essentially, they would commit themselves to avoid discriminating against each other; in other respects each would have a free hand in setting policy. 1, record 4, English, - negative%20integration

1, record 4, French, - int%C3%A9gration%20n%C3%A9gative

This lesson is abundantly clear from the current process of "deepening" the [European] Community, i. e., carrying the integration process several extra notches forward, through the "1992" program for creating a market without internal frontiers-which entails removing all barriers to the free movement of goods, services, labour, and capital(termed, apparently without conscious irony, "the four freedoms") ;... 1, record 5, English, - four%20freedoms
