A Foreign Investment Promotion and Protection Agreement(FIPA) is a bilateral agreement aimed at protecting and promoting foreign investment through legally-binding rights and obligations. Nation building is a metaphor gone wrong. It is an ethos of justice and decent behaviour, within some framework likely to encourage more of the same. "Building" implies that free societies can be assembled from some kind of erector kit, that if you just put the structure of an institution in place, it will then function as neatly as you’d installed a new motor in a machine. Gyroscopes can be used as devices for direction finding, guidance, and control. If a gyroscope, mounted on its gimbal rings, is set spinning about a horizontal axis, and the outer gimbal ring is rotated in a horizontal plane, then the inner gimbal ring, carrying the flywheel, tilts up out of the horizontal plane in which it, too first lay.
