In Québec, the "Chief Electoral Officer" designates both a person and an institution. To ensure the impartiality and political neutrality of this office, the Chief Electoral Officer is appointed by and reports directly to the National Assembly. As arbiter of our electoral system and guardian of our democracy, the Institution is independent, neutral, impartial and non-partisan. The mission of the Chief Electoral Officer consists of overseeing the administration of the electoral system in order to ensure the election of members of the National Assembly(MNAs) and, to a lesser extent, that of members of municipal councils and school boards, by guaranteeing the free exercise of the right to vote for Québec' s electors.
