The Peace Clause. Article 13("due restraint") of the Agriculture Agreement protects countries using subsidies which comply with the agreement from being challenged under other WTO [World Trade Organization] agreements. Without this "peace clause, "countries would have greater freedom to take action against each others’ subsidies, under the Subsidies and Countervailing Measures Agreement and related provisions. The peace clause is due to expire at the end of 2003. Some countries want it extended so that they can enjoy some degree of "legal security, "ensuring that they will not be challenged so long as they comply with their commitments on export subsidies and domestic support under the Agriculture Agreement. 2, record 1, English, - peace%20clause

2, record 1, French, - clause%20de%20paix

In a practical sense, sovereignty is also largely a matter of degree. Some States enjoy more power and independence than other States. This leads to the familiar distinction between independent or sovereign States, and non-independent or non-sovereign States or entities, for example, Protectorates and colonies. Even here it is difficult to draw the line, for although a State may have accepted important restrictions on its liberty of action, on other respects it may enjoy the widest possible freedom. "Sovereignty" is therefore a term of art rather than a legal expression capable of precise definition. 5, record 7, English, - sovereign%20state

2, record 7, French, - %C3%89tat%20souverain
