The International Institute for Advanced Studies also aims to create a body of navigators, in the form of an international association of scientists, philosophers, artists, writers and teachers, dedicated to the public service of charting new courses across the dangerous and turbulent seas of our political and social culture. It will dedicate itself to the active expansion of democracy, and participatory self-governance as a means of enhancing the dignity, peace, equality and freedom of all people. This boby of navigators will use critical reflection, principled action, and education to counter passive acceptance of control, compliance and the politics of mere consent. It will seek to expand and enhance reciprocal relationships among fellow human beings through an integration of interests and the development of collaborative consciousness.

Oppenheim states: "The term "freedom of the open sea" indicates the rule of the Law of Nations that the open sea is not, and never can be, under the sovereignty of any State whatever. Since, therefore, the open sea is not the territory of any State, no State has as a rule a right to exercise its legislation, administration, jurisdiction, or police over parts of the open sea."
