The French Language Services Act(FLSA) provides individuals with certain rights to receive services in French from government agencies, as defined in the FLSA, and institutions of the Legislature. This includes any head or central office of a government agency or institution of the Legislature, as well as any other office designated by regulation and any office of such agency or institution that is located in or serves an area designated under the FLSA.

La Loi sur les services en français (LSF) accorde aux personnes le droit de recevoir des services en français de la part d'organismes gouvernementaux, tels qu'ils sont définis dans la LSF, et de la part des institutions de la Législature. The Court of Appeal found that any changes to available services required an amending regulation under the French Language Sercice Act(with proper statutory notice) and were subject to the statutory requirement that limitations on services available in French be “reasonable and necessary”.
