...-Commissioner of Official Languages :"My understanding of linguistic equality is based on section 16 of the Charter [Canadian Charter of Rights and Freedoms]. It tells us that English and French are the official languages of Canada... This statement reflects our history and enshrines our linguistic diversity; it simultaneously establishes the foundation, and the framework, for today's language rights as a whole. Section 16 also envisages the Canada we must build. Over and above this, the Charter sets out a vision for our country. In the Beaulac decision, the Supreme Court of Canada told us that language rights "must in all cases be interpreted purposively, in a manner consistent with the preservation and development of official language communities in Canada. "Our objective, therefore, is the substantive equality of our English and French language communities, including an improved status for the minority language communities.

SASS was founded in 1987 after the abduction and murder of 11 year-old Alison Parrott in Toronto. SASS very quickly grew from a program successfully launched and initially distributed in the Toronto area, to a national program taught in elementary schools and made available in English and French. All program materials are carefully researched with input from child psychologists, teachers, police, and kids themselves. To reinforce the safety messages in a positive manner, Bert and Gert, the Alert Twins, were conceived. Just as Elmer the Elephant delivered traffic safety to kids in the 60's and 70's, Bert and Gert became familiar streetproofing safety rabbits to kids in the 80's and 90's. 1, record 5, English, - Stay%20Alert%20%2E%2E%2E%20Stay%20Safe

The Constitution of the Fourth Republic created... the French Union, comprising metropolitan France and the Overseas Departments and Territories on the one hand, and on the other the Associated Territories and States, each of which defined its relationship with France in a particular manner. The organs of the Union were : the Presidency, occupied ex officio by the President of the French Republic; the High Council, presided over by the President and composed of delegates from France and each Associated State, whose function was to assist the government in the general conduct of the affairs of the Union; and an Assembly composed half of representatives of metropolitan France and half of members representing the Overseas Departments and Territories and the Associated States, these being elected by the respective Assemblies. 1, record 6, English, - associated%20states
