Associations of states. Independent states may enter into forms of co-operation by consent and on an equal basis. La Communauté européenne de défense ou CED est un projet d'Organisation qui prévoyait l'institution d'une armée européenne avec des institutions supranationales. Elle est proposée sous la forme d'une armée européenne par le président du Conseil, René Pleven. La proposition est approuvée le 26 octobre 1950 à l'Assemblée nationale par 343 voix contre 225. Le traité instituant la CED est adopté par les gouvernements français, allemand (RFA), italien et du Bénélux par le traité de Paris du 27 mai 1952. En août 1954, l'Assemblée nationale française, avec l'opposition des communistes et des gaullistes, d'une partie des socialistes et des radicaux, refuse de ratifier le traité en adoptant une question préalable. La crainte du réarmement allemand a pesé lourd dans cette décision. Le gouvernement italien, lui non plus, n'a pas ratifié le traité. L'échec de la CED gèle le processus d'unification européenne pour un temps. Créé en 1986, Le Centre canadien d'arbitrage commercial(le «CCAC» ou le «Centre»), est un organisme institutionnel privé à but non lucratif. The trench floor is sloped slightly and covered with a layer of sand to facilitate collection of percolating water in a french drain. A number of pipes allow any water that may collect in the french drain to be removed and analyzed. Presently waste, primarily in boxes, drums and cask liners, is stacked neatly in the trench, starting at the high end and progressing toward the low end. According to Laurent Lesage, entomologist with Agriculture Canada, the common term "gall fly" could refer to any insect, not necessarily a "fly" in the true sense of the term, which produces galls in a specific plant. If the recipient of the French translation of this term requires a more "down-to-earth" equivalent, he or she may opt for "mouche du chardon" or "mouche des fruits", depending on the host plant of the insect. If however he or she prefers a more generic term with a scientific flavour, then "téphrite des tiges" or "téphrite gallicole" would be used. Caution must be exercised when the author of the English text is referring to a species in particular(usually the Latin term is provided, e. g. Europhora cardui), in which case a suitable French equivalent would be "téphrite du chardon" or even "mouche du chardon"(depending on the linguistic level dictated by the text), "chardon"(thistle) being the preferred host-plant of this species.
