The IOCARIBE recognition was created during the Fifth Intergovernmental Session of the Sub-Commission(Barbados, 1995). The Award winners would either have made a significant contribution to solving regional problems through marine scientific research, services and capacity building; or would have made a significant contribution to the fulfilment of IOCARIBE's objectives through their enthusiastic work in the Sub-Commission.

1. The expression "all its members" designates personnel in all departments and at all levels of the organizational structure. 2. The strong and persistent leadership of top management and the education and training of all members of the organization are essential for the success of this approach. 3. In total quality management, the concept of quality relates to the achievement of all managerial objectives. 4. The concept "benefits to society" implies, as needed, fulfilment of the requirements of society. 5. Total quality management(TQM) or part of it are sometimes called "total quality", "CWQC"(company-wide quality control), "TQC"(total quality control) and so on.

En management total de la qualité, le concept de qualité se réfère au fait d'atteindre tous les objectifs de management. 4. The highest organ of MERCOSUR is the Council of the Common Market(CMC), in charge of the political aspects of the integration process. It is a decision-making body which seeks to assure the fulfilment of the objectives established by the Treaty of Asunción and the final implementation of the common market. It convenes at least once every six months and consists of the Ministers of Foreign Affairs and the Ministers of the Economy of the Parties, or their equivalents.

Quant à la structure organisationnelle ou administrative du MERCOSUR prévue au chapitre II, elle reposait au départ sur deux instances : le Conseil du Marché commun (CMC) qui est l'instance de coordination et le Groupe du Marché commun (GMC) qui est l'instance exécutive. Le Conseil se compose des présidents ainsi que des ministres de l'Économie (ou des Finances) et des Affaires étrangères de chaque pays. La présidence se fait, par alternance, tous les six mois. Le groupe voit à l'exécution des dispositions du Traité et des décisions du Conseil. Le siège social du Groupe est à Montevideo (Uruguay).
