However, because the licence amendment application for the Bruce ’A’ NGS Unit 3 and 4 restart project, which included the loading of fuel, will be before the Commission for a full public hearing and decision by the Commission, CNSC staff determined that a CNSC staff designated officer could not consider the application for advanced fuel loading unless the Commission specifically authorized a designated officer to consider and decide upon that part of the application.
