OBS

In normal circumstances, a pension plan member who retires before their normal retirement age will incur a pension [reduction] of five percent per year. This reduces the value of the pension to account for the longer benefit period. With a [pension] waiver, this adjustment is not applied – meaning a recipient obtains the full value of the pension upon retirement.

When the members of an appellate court cannot reach full agreement, a split decision occurs. A split decision is distinct from a unanimous decision in which all the judges join in agreement. In a split decision, the will of the majority of the judges is binding, and one member of the majority delivers the opinion of the court itself. One or more members of the minority can also write a dissent, which is a critical explanation of the minority's reasons for not joining in the majority decision. A court that reaches a split decision is called a divided court.

A much discussed tax provision, giving rise to so-called double-dipping, has been given as a reason for the Budget proposals. Under current law, after an individual has made the maximum annual RRSP contributions of $5, 500 for many years, a pension plan can be created which provides full past service benefits. Obviously this individual has obtained more tax shelter than one who was a pension plan member throughout and could contribute only $3, 500 to RPPs and RRSPs combined.
