James Hugh Pruett wrote a 1946 piece for the magazine after apparently misinterpreting a complex 1937 article in the Maine Farmer's Almanac that essentially, but not clearly, said a blue moon occurs when a season has four full moons, rather than the usual three. Pruett mistakenly thought it meant having a second full moon within the same month. Pruett's mistake went unnoticed for decades.... Although Sky & Telescope's editors think Pruett's mistake led to the popular modern mis-definition of "blue moon, "it's unclear where the Maine Farmer's Almanac came up with the rule. This is one of the six modules of PWGSC' s [Public Works and Government Services Canada] Common Departmental Financial System(CDFS). The budget portion of the Budget and Forecasting Module allows input of financial, full time equivalent, or statistical data, either by keyboard or by an upload of an ASCII file. This data can be input as one amount or spread by period(month, quarter, etc.). This portion of the Module allows users to identify budget transfers as temporary or permanent. It also provides for a budget entry at the lowest level, that will reference a client defined control point and distribute the budget amounts down from the reference point to the lowest level respecting the allotment controls that are in place in the Financial Control Table(allotment data). The forecast portion of the Module allows for the input of financial, full time equivalent, or statistical data, by keyboard or an upload. It is not necessary for the plan to reduce the pension on the full actuarial basis. Frequently the early retirement discount factors are not actuarial but arbitrary, such as a reduction of 3 or 6 per cent for each year of early retirement. In the example quoted above, with 3 percent reductions a pension of $1, 020(85% X $1, 200) per month would be paid, beginning at age 60.
