CSU 89 was created as the result of the fusion of CSU 8 and CSU 9. The two groups have different clients and still hold their own separate meetings. Part of Architectural and Engineering Services/Property and Facilities Management, Real Property Services. "On April 1, 1996, RPS formally implemented a new organizational model based on Client Service Units(CSUs) and Centres of Expertise(COEs). The CSUs are a dedicated organizational unit through which services are provided to a singular client or a portfolio of clients. The CSUs are supported by COEs which act as stewards of skills and knowledge in RPS business lines and program management. COEs manage a resource pool that may dedicate people on a full time basis to a particular CSU or provide services from ’home base’ to a number of CSUs. The CSUs are revenue centres and the COEs are cost centres. The NCA plays a national role and as such, the CSUs and COEs in the NCA are called National Client Service Units(NSCUs) and National Centres of Expertise(NCOEs). In addition to the provision of operational services to the NCA, the NCOEs formulate policy, establish national product standards, develop new/enhanced products and services for delivery to the CSUs and oversee their implementation. The NCOEs provide functional direction to Regional COEs in support of Real Property Services nationally. With my approval and full support, the process to implement the department's Health and Safety Strategic Plan 2001 has begun. This plan not only provides Public Works and Government Services Canada(PWGSC) with the ability to meet all current health and safety requirements, but offers a proactive approach to health and safety issues in the workplace. This major departmental initiative was introduced by the National Health and Safety Committee. Key to its successful implementation is the active participation of the department's Regional/Area Health and Safety Committees, and Workplace Health and Safety Committees and Representatives. The Strategic Plan's goal is for the achievement of the following six major objectives relating to health and safety by the year 2001 :-PWGSC employees are to be fully aware of their rights, responsibilities and accountabilities with respect to health, safety and environmental protection.-PWGSC worksites are to meet or exceed applicable safety, health and environmental protection standards.-A policy framework is to be developed that will reflect the overall mandate of the federal public service with regard to safety, health and environmental protection, while providing clear departmental direction that is consistent with the aims and objectives of regulatory requirements.-Every workplace is to establish and maintain a Prevention Program.-A Safety Management Information System is to be developed. Avec mon approbation et mon appui entier, le processus de mise en œuvre du Plan stratégique 2001 en matière de santé et de sécurité a débuté. Ce plan permet à Travaux publics et Services gouvernementaux Canada (TPSGC) de répondre à tous ses besoins actuels en matière de santé et de sécurité, et constitue une démarche proactive en ce qui a trait aux questions de santé et de sécurité au travail. Le comité national de santé et de sécurité a lancé cette activité ministérielle importante. Le succès de sa mise en œuvre dépend de la participation active des comités régionaux et locaux de santé et de sécurité de même que des comités et des représentants de santé et de sécurité au travail. Le plan stratégique vise à atteindre, d'ici l'an 2001, les six grands objectifs suivants en matière de santé et de sécurité : - Les employés de TPSGC doivent être pleinement conscients de leurs droits, de leurs responsabilités et de leurs obligations de rendre compte en matière de santé, de sécurité et de protection de l'environnement. - Les lieux de travail de TPSGC doivent être conformes aux normes et aux exigences applicables en matière de santé, de sécurité et de protection de l'environnement, ou les dépasser. - Il faut établir un cadre de politique qui reflète le mandat général de la fonction publique fédérale en ce qui concerne la santé, la sécurité et la protection de l'environnement, tout en offrant une orientation ministérielle claire qui est conforme aux objectifs des exigences réglementaires. - Il faut établir et appliquer un programme de prévention dans chaque lieu de travail. - Il faut élaborer un système d'information sur la gestion de la sécurité qui permette de surveiller, de consigner, d'analyser et d'évaluer les mesures prises en matière de santé, de sécurité et de prévention, ainsi que les mesures prises au chapitre de la diligence raisonnable et de la conformité. - Il faut établir la structure organisationnelle et les liens appropriés en matière de santé, de sécurité et de protection de l'environnement. 2, record 2, French, - Plan%20strat%C3%A9gique%20de%20Sant%C3%A9%20et%20s%C3%A9curit%C3%A9%202001

The Rural Basic Landscape Training Program(Atlantic Region) will provide accredited, meaningful classroom and on-the-job training to 50 unemployed young people in Atlantic Canada. Participants will first be given intensive training in basic principles of landscaping. Then they will proceed to participating local landscape companies to be employed as landscape technicians for a full season(approximately 26 weeks) including a one week mid-term classroom training session. The entire program will be developed to mesh with national certification standards being adopted by the Canadian Nursery Trades Association. Successful completion of the program will qualify participants for permanent work in the landscape industry.
