[An exemption] that allows someone who resigns or is laid off because of [a] work force adjustment (WFA) prior to their normal retirement age (60 or 65) to receive an unadjusted pension benefit. 3, record 1, English, - pension%20reduction%20waiver
Record number: 1, Textual support number: 1 OBS
In normal circumstances, a pension plan member who retires before their normal retirement age will incur a pension [reduction] of five percent per year. This reduces the value of the pension to account for the longer benefit period. With a [pension] waiver, this adjustment is not applied – meaning a recipient obtains the full value of the pension upon retirement. 3, record 1, English, - pension%20reduction%20waiver

3, record 1, French, - exon%C3%A9ration%20de%20la%20r%C3%A9duction%20de%20pension

The term "normal retirement age" is somewhat misleading. It is not the age at which members normally retire. There are many pension plans where only a small percentage of the workforce will work up to the "normal" retirement age of 65. 4, record 2, English, - normal%20retirement%20age

A much discussed tax provision, giving rise to so-called double-dipping, has been given as a reason for the Budget proposals. Under current law, after an individual has made the maximum annual RRSP [registered retirement savings plan] contributions of $5, 500 for many years, a pension plan can be created which provides full past service benefits. Obviously this individual has obtained more tax shelter than one who was a pension plan member throughout and could contribute only $3, 500 to RPP [registered pension plan] and RRSPs combined. 4, record 10, English, - double%20dipping

It is not necessary for the plan to reduce the pension on the full actuarial basis. Frequently the early retirement discount factors are not actuarial but arbitrary, such as a reduction of 3 or 6 per cent for each year of early retirement. In the example quoted above, with 3 percent reductions a pension of $1, 020(85% X $1, 200) per month would be paid, beginning at age 60. The idea is that the full actuarial discount is simply too severe a reduction for someone who is retiring early and that the cost of lowering the discount factor is a proper and necessary cost of the plan. 1, record 24, English, - early%20retirement%20discount%20factor

2, record 24, French, - facteur%20de%20r%C3%A9duction%20de%20la%20rente%20anticip%C3%A9e

A much discussed tax provision, giving rise to so-called double-dipping, has been given as a reason for the Budget proposals. Under current law, after an individual has made the maximum annual RRSP contributions of $5, 500 for many years, a pension plan can be created which provides full past service benefits. Obviously this individual has obtained more tax shelter than one who was a pension plan member throughout and could contribute only $3, 500 to RPPs and RRSPs combined. 2, record 25, English, - past%20service%20benefit

2, record 25, French, - prestation%20pour%20services%20pass%C3%A9s
