Rather than foster full recognition of both English and French in Canadian society, the actions of the Department of Justice would result in diminished opportunities for their use. The breach of obligations under section 41 must also be seen in light of the principle of official language equality under section 16 of the Charter, as well as the recognition that governments in Canada should advance by way of legislative action the equality of status or use of French and English. The principle of equality of our official languages must have substantive effects in order to ensure its full implementation. This imposes a constitutional obligation on the federal government to take the initiative in creating a necessary institutional support to the use of either official language. This obligation is ignored by action that reduces the scope of language rights as they apply to the legal process under federal jurisdiction. 1, record 7, English, - by%20way%20of%20legislative%20action

One of the first important studies on the specificity of enzymes was carried out by Emil Fischer, who found that enzymes capable of hydrolyzing glycosides can distinguish between their stereoisomeric forms. In 1894 this observation led him to enunciate the principle that the substrate molecule fits the active site of the enzyme in a... lock-and-key relationship.... Nowadays, the modified concept of transition state stabilization is gaining favor. According to this idea, it is not that the substrate is distorted but rather that the transition state makes better contacts with the enzyme than the substrate does, so that the full binding energy is not realized until the transition state is reached. Nevertheless, we shall use the term strain to cover the general situation on enzyme-transition state complementary. 3, record 11, English, - lock%2Dand%2Dkey%20relationship

The interest of a ground based Slit Aperture Telescope(SAT) which operates with a long thin pupil has been underlined for applications in the field of high angular resolution observations by speckle-interferometric techniques. The SAT lies halfway between the Michelson stellar interferometer and the standard telescope with circular aperture. The authors present the principle of an image processing algorithm which could be used associated with a space-SAT for astronomical image reconstruction. A full coverage of the two dimensional Fourier plane of the astronomical object can be obtained by rotating the SAT around its optical axis. The method of image reconstruction is analogous to those used in computerized tomography and uses Fast Fourier Transform algorithm. The interest of the use of a rotating space-SAT among synthetic apertures is its capability of giving a reconstructed image of the astronomical object simultaneously in several light wavelengths, each colored image being comparable with the others for fruitful astrophysical applications. 3, record 15, English, - slit%20aperture%20telescope

The shoeboxsized spectrophotometer-called MAESTRO(Measurements of Aerosol Extinction in the Stratosphere and Troposphere Retrieved by Occultation)-is the most advanced in a long line of MSC instruments that have flown on balloons, high-altitude research aircraft and space shuttle missions over the past 10 years. MAESTRO and other spectrophotometers operate on the principle that different gases absorb different wavelengths of light, ranging from short, ultraviolet(UV) rays to long, near-infrared ones. Each gas, therefore, has its own "fingerprint" or distinct spectrum of absorption. This makes it possible to identify which gases are present from changes in the brightness of sunlight at different wavelengths between light coming directly from the Sun and light that has passed through the atmosphere on the way to the spectrophotometer. Ozone, for example, absorbs UV light and is, therefore, essential to preventing high levels of these rays from reaching the Earth's surface. As the Sun rises and sets, its rays slice through different layers of the atmosphere and out into space. MAESTRO will be equipped with more than 2000 separate detectors record the full spectrum of wavelengths emitted by direct sunlight and by sunlight travelling through these layers. These data will then be analyzed to provide precise measurements of gases and aerosol particles at different heights in the atmosphere. SCISAT-1 will orbit the Earth 15 times a day at a height of 650 kilometres, allowing MAESTRO to take measurements of 30 sunrises and sunsets every 24 hours. 3, record 18, English, - spectrophotometer%20MAESTRO

2, record 18, French, - spectrophotom%C3%A8tre%20MAESTRO

Conventional airborne gravimeters are essentially one-axis instruments which determine the magnitude of gravity by using a highly accurate accelerometer in flight to measure the magnitude of gravity along the local vertical. Although horizontal accelerometers are used on the platform, they are generally of poorer accuracy and are only suitable for supporting the alignment process. They cannot give the direction of the vertical with comparable accuracy. Thus, the term scalar gravimetry is used in this case. This is different with airborne gravity systems based on the principle of measuring the specific force vector by a three-axes inertial system and the aircraft acceleration vector by differential GPS. In this case, the three accelerometers of the inertial system are of the same accuracy and the three acceleration components of the aircraft show only small differences in accuracy due to the geometry of the GPS constellation. Thus, three components of each vector can be estimated with high accuracy and the full gravity disturbance vector can be obtained by differencing the specific force and the aircraft acceleration vector. 2, record 19, English, - specific%20force%20vector

Runaway replication plasmids are a logical extension of the amplification system. When the temperature is increased, the normal system which controls how much plasmid DNA is present is destroyed and the bacterium continues to make plasmid DNA until it runs out of precursors to make it from. This results in a cell full of plasmids, and hence, in principle, with the product of its genes. 2, record 27, English, - runaway%20plasmid

It may be impractical for some departments to break down transactions to the full extent called for by the objects in the Master Lists. The use of data broken down into those objects is broad enough to permit relaxation of the principle of a one-to-one or many-to-one relationship between line objects and the economic, source or class objects, when the amounts are insignificant for either one transaction or the total. In such cases, for each line object, departments must provide an estimated percentage breakdown by the object in the Master List. The Receiver General will then be able to take the totals accumulated by line object and apportion them by objects in the Master Lists. 1, record 28, English, - percentage%20breakdown

3, record 28, French, - ventilation%20en%20pourcentage

The operating principle of pressure screens is similar to gravity centrifugal screens. The distinction is that they operate under full line pressure and the radial flow within the unit can be either centrifugal(outward), centripetal(inward) or a combination depending on design. They have the advantage of high capacity per unit, flexibility of physical location, small space requirements and economy of piping and pumping. The totally enclosed design excludes air entrainment and minimizes slime buildup. 2, record 29, English, - pressure%20screen

Pressure screens were first used in paper machine approach systems where their main function was to remove gross contaminants and protect the papier machine forming fabric. More recently, with refinements and modifications in design, various configurations are being utilized in virtually all fine screening applications. 2, record 29, English, - pressure%20screen
