Le qualificatif «power-on» ne veut rien dire en soi sauf que la manœuvre qu'il qualifie est exécutée pendant que le moteur affiche une certaine puissance, sans pour autant préciser l'ampleur de cette puissance. Par contre, pour qu'un hélicoptère puisse demeurer en vol stationnaire («hover»), et effectuer la manœuvre décrite, le moteur doit fournir beaucoup de puissance (c'est-à-dire tourner à grand régime). Nous avons au moins deux types de vols stationnaires : dans l'effet de sol («Hover in Ground Effect») et hors de l'effet de sol («Hover Out of Ground Effect»). Dans le premier cas, l'hélico est à quelques pieds seulement du sol et profite du coussin d'air ainsi produit, et dans le deuxième, à plusieurs pieds du sol. Dans le présent contexte, l'hélicoptère se trouve au sol, dans l'effet de sol, mais sans exercer complètement tout son poids sur le sol. Avant d'arriver au sol toutefois, le pilote s'est mis en vol stationnaire en effet de sol, puis il a abaissé graduellement le collectif (le bras qui fait monter ou descendre l'appareil) tout en gardant la puissance du moteur quasi-identique, et ce, jusqu'au sol et au-delà, jusqu'à ce qu'il soit convaincu que la surface du sol soit suffisamment ferme pour supporter tout le poids de l'hélicoptère. En gardant le régime du moteur élevé ainsi, il peut redécoller dès qu'il perçoit le moindre danger.

With my approval and full support, the process to implement the department's Health and Safety Strategic Plan 2001 has begun. This plan not only provides Public Works and Government Services Canada(PWGSC) with the ability to meet all current health and safety requirements, but offers a proactive approach to health and safety issues in the workplace. This major departmental initiative was introduced by the National Health and Safety Committee. Key to its successful implementation is the active participation of the department's Regional/Area Health and Safety Committees, and Workplace Health and Safety Committees and Representatives. The Strategic Plan's goal is for the achievement of the following six major objectives relating to health and safety by the year 2001 :-PWGSC employees are to be fully aware of their rights, responsibilities and accountabilities with respect to health, safety and environmental protection.-PWGSC worksites are to meet or exceed applicable safety, health and environmental protection standards.-A policy framework is to be developed that will reflect the overall mandate of the federal public service with regard to safety, health and environmental protection, while providing clear departmental direction that is consistent with the aims and objectives of regulatory requirements.-Every workplace is to establish and maintain a Prevention Program.-A Safety Management Information System is to be developed. It will be capable of tracking, recording, analyzing and measuring health and safety system efforts, prevention initiatives, and due diligence and compliance activities.-Appropriate environment, safety and health organizational structures and relationships are to be established.
