With my approval and full support, the process to implement the department's Health and Safety Strategic Plan 2001 has begun. This plan not only provides Public Works and Government Services Canada(PWGSC) with the ability to meet all current health and safety requirements, but offers a proactive approach to health and safety issues in the workplace. This major departmental initiative was introduced by the National Health and Safety Committee. Key to its successful implementation is the active participation of the department's Regional/Area Health and Safety Committees, and Workplace Health and Safety Committees and Representatives. The Strategic Plan's goal is for the achievement of the following six major objectives relating to health and safety by the year 2001 :-PWGSC employees are to be fully aware of their rights, responsibilities and accountabilities with respect to health, safety and environmental protection.-PWGSC worksites are to meet or exceed applicable safety, health and environmental protection standards.-A policy framework is to be developed that will reflect the overall mandate of the federal public service with regard to safety, health and environmental protection, while providing clear departmental direction that is consistent with the aims and objectives of regulatory requirements.-Every workplace is to establish and maintain a Prevention Program.-A Safety Management Information System is to be developed. It will be capable of tracking, recording, analyzing and measuring health and safety system efforts, prevention initiatives, and due diligence and compliance activities.-Appropriate environment, safety and health organizational structures and relationships are to be established. 2, record 18, English, - Health%20and%20Safety%20Strategic%20Plan%20%2D%202001

2, record 18, French, - Plan%20strat%C3%A9gique%20de%20Sant%C3%A9%20et%20s%C3%A9curit%C3%A9%202001

Rather than foster full recognition of both English and French in Canadian society, the actions of the Department of Justice would result in diminished opportunities for their use. The breach of obligations under section 41 must also be seen in light of the principle of official language equality under section 16 of the Charter, as well as the recognition that governments in Canada should advance by way of legislative action the equality of status or use of French and English. The principle of equality of our official languages must have substantive effects in order to ensure its full implementation. This imposes a constitutional obligation on the federal government to take the initiative in creating a necessary institutional support to the use of either official language. This obligation is ignored by action that reduces the scope of language rights as they apply to the legal process under federal jurisdiction. 1, record 27, English, - by%20way%20of%20legislative%20action
